2014 CT Withholding Tables, Rates and Payroll Forms

As 2013 comes to a close that can mean only one thing for CT employers. Time to update your payroll tax tables. These updates are generally in the form of electronic files provided by Sage. However if you are on an older version (prior to 4.4) you may need to manually update your tax tables.

The first step to manually updating the CT Tax Rates for payroll is to obtain the Connecticut Circular CT Employer Tax Guide.

4 Easy Steps To Update Your Sage 100 (MAS90) Payroll Tax Tables 2013

Here’s a quick reminder of how you can download the updated payroll tax tables for Sage 100 ERP (fka MAS90 and MAS200). The tax tables are only available online. Sage does not send out disks/CD materials any longer.

Luckily the process is very simple. Before you begin have everyone exit your Sage 100 ERP system (expect the process to take 15 to 30 minutes depending upon computer speed).

On December 17, 2012 Sage updated the payroll tax tables for Sage 100 ERP 2013. This update works on versions 4.30.0.23 and higher and contains the latest released income tax schedules from the federal and state governments. Be aware that late breaking tax news ofte requires that these tables are issued multiple times for updated legislation. Be sure to check with your Sage partner or tax advisor for advice on when to update the tables.

 

  1. Login to your Sage customer portal here.  Sage partners login here. Then proceed to step 2
  2. Click this link to download the IRD for 2012 (required for .9% Medicare Surcharge in 2013) – version 4.30.18+ only. Older versions of Sage 100 ERP must upgrade in order to use the IRD (Interim Release Disk).
  3. Click this link to download the latest IRS payroll tax tables.
  4. Now install the IRD first, then the tax tables. You’ll click each of the files you downloaded and the actual install programs will be unzipped into a separate folder. Navigate into those folders to perform the IRD and then the tax table install. I like to use \MAS90\CONSULTANT\DOWNLOADS to store various Sage related downloads but you can put them anywhere you like.

 

Reminder: If you’re printing W2 forms in 2013 after you’ve closed your 2012 payroll year – you will need to reset your Social Security limits to the 2012 levels only while printing the W2. Once printed be sure to change the limits back to 2013 levels.

Reminder: Beginning with next year all form printing (W2, 941, 1099) happens through Sage Aatrix – eFiling. This is a free included component of Sage 100 ERP though it must be separately loaded to your local workstation(s) in order to work. Sage 100 ERP (formerly Sage ERP MAS 90 or MAS 200) Payroll 2012 Year End FAQ

Sage have just released their annual frequently asked questions for year end payroll processing. This document provides links to the needed tax tables as well as IRD (interim release disks) which may be needed prior to running payroll for the last time on Sage 100 ERP.

There is also a handy list of every Payroll Extended Solution which needs to be updated after loading the 2012 IRD for Sage 100 ERP (formerly Sage ERP MAS 90 or MAS 200).

2012 Year-End Frequently Asked Questions

IRD (Interim Release Download): Interim Release Download contains the Year End program changes for Payroll,
Accounts Payable and Electronic Reporting modules. It also contains necessary program changes for eFiling and
Reporting.

TTU (Tax Table Update): Tax Table Update contains changes to applicable Federal and State withholding tax tables and
wage limits, State Disability percentages and/or limits and State unemployment limits.

1. Do I need to download the 2012 IRD for AP 1099 Reporting?

Yes, customers running Accounts Payable must install the 2012 year-end IRD. There are AP 1099 form changes included
in 2012 IRD. The following are the minimum versions. If you are not at least on the minimum version, you must add the
required product update to get to the minimum before installing the year-end IRD.
• 4.40.0.1: must have last year’s (2011) year-end IRD installed or PU 8
• 4.50.0
• 4.50.0 SQL
Note: The 2012 IRD is included in versions 4.50 PU5 and 2013 PU1

2. Do I need to download the 2012 IRD for Payroll W-2 reporting?
Yes, even though there are no W-2 form changes in the 2012 IRD, you must install the 2012 IRD in order to use eFiling
and Reporting, also to install the necessary program changes required when 2013-Q1 TTU is installed. The following list
contains the minimum versions required. If you are not at least on the minimum version, you must add the required
product update to get to the minimum before installing the 2012 IRD.
• 4.30.0.18: must have last year’s (2011) year-end IRD installed
• 4.40.0.1: must have last year’s (2011) year-end IRD installed or PU 8
• 4.50.0
• 2013: or install PU 1
Note: The 2012 IRD is included in versions 4.50 PU5 and 2013 PU1, which are scheduled to be released around
December 10
th
. Customers running version 4.50 can install either the 2012 IRD or PU5 but are not required to install both.
Customers running version 2013 can install either the 2012 IRD or PU1 but not required to install both.

CT Withholding Taxes May Be Zero if Period Ending Date in 2011 And Check/Quarter Date in 2012

I haven’t been able to figure this out totally because it’s not happening for every one of my test employees — however one customer on Sage ERP MAS 90 4.3.0.23 had it occur on all her employees and I can duplicate it on some employees in my test Sage ERP MAS 90 4.50 system (though only on existing employees and not newly created ones).

For employees with CT withholding codes:

If the period ending date in payroll data entry is in 2011 and the current payroll quarter is in 2012 — when you go to run the payroll tax calculation you may notice that some CT employees have no CT tax withheld unless they have an override amount in their employee maintenance screen.

I was able to resolve this by changing the period end date so it falls into 2012 and recomputing the payroll taxes.

CT Payroll Tax Withholding Wrong? Join The Club

The Hartford Courant is reporting that over 700 Connecticut employees contacted the state to ask why their December 2011 tax withholding was incorrect. Apparently this widespread issue is due to the state attempting to apply some retroactive tax adjustments to worker’s pay. The reason so many are experiencing issues in December is automated payroll systems miscalculate income tax owed when workers have either overtime pay, a Christmas bonus or a buyback of unused sick days.

Provided your pay is regular each period the Connecticut withholding tax tables appear to work just fine. When payroll is different weekt to week (as may be the case with vacation or holiday pay or year end bonus) then the CT Withholding tables (provided by the state) may inaccurately withhold too much.

According to the Courant:

Because the increase in state income taxes began in August, but was retroactive to the beginning of the year, state income tax withholding is designed to both take out the right amount for the current pay period and for the first two-thirds of the year. But when employees have higher pay than usual, many payroll systems assume they’ve been earning that amount all year.

Even the state of Connecticut had overwithholding issues, with Department of Transportation workers after Tropical Storm Irene. The state did not make a fix to its software, because the same thing happened again in December, for corrections officers who received holiday pay and overtime.

“Those employees have been refunded where possible,” said Tara Downes, spokeswoman for the state Comptroller.

The good news: no worker, no matter how plumped up his check is with overtime or bonuses, will see this glitch starting Sunday. That’s because the systems will no longer be trying to calculate retroactive withholding.
